The collapse of the "VIM-Avia" could prevent the Federal air transport Agency

Officials develop methods, make plans and make suggestions. However, in practice it doesn't work.

Difficulties with sending of flights of the airline "VIM-Avia" continue to decline, the Russian sphere of air transport. The head of state harshly criticized the relevant members of the government, and the Federal air transport Agency, as it turns out, at least twice could intervene and prevent the development of the situation in a negative way.

What is happening today with "VIM-Avia" is very similar to the picture of the collapse of another major Russian airline — Transaero airlines. Both carriers were distinguished by the extensive use of dumping schemes and the use of outdated aircraft fleet, which ultimately led them to financial difficulties and an avalanche increasing number of operational issues.

This raises serious questions to the market regulator — the Federal air transport Agency. The Agency has repeatedly had the opportunity to restore order in the financial activities of the airlines to minimize the risks of incidents, such as "VIM-Avia" and "Transaero". In particular, in 2008, the Federal air transport Agency has developed a set of own methods of analysis of the financial activities of airlines, concurrent with the amendments to Federal aviation rules, which excludes the presence in the airline industry by unscrupulous airlines.

Six years later the head relative to the Federal air transport Agency organization — the transport Ministry has prepared proposals to strengthen monitoring of the financial activities of air carriers and introduced the Federal aviation regulations requirements for the assessment of the adequacy of financial resources, analysis of risks of the deteriorating financial condition of the carrier and the potential to restore its solvency.

However, all these measures did not lead to full recovery of the airline industry, which clearly demonstrated the history of "Transaero" and "VIM-Avia". As a result, to address the economic problems of air transport was forced with the President himself.

On Wednesday during the meeting with the government Vladimir Putin has criticized the activities of the Ministry of transport, not to prevent another crisis.

"We yesterday with the Minister [of transport] have discussed it. Maxim [Sokolov] I was told that this company will meet all the criteria [to be met by carriers], — said the President of Russia. — He knows my reaction will not be [her] to repeat, but in one part again: if you have developed such criteria, what they are?".
