December 14, in the framework of the Forum Eduard Gulyan organized and conducted a strategic section - "PPP in the social sphere: the search for and generation of effective partnership models that are relevant for replication in the Russian regions". Today, this issue is causing in the society serious concern and urgent as ever: in the discussion in the section was attended by about 70 delegates. The speakers were 14 experts in various aspects of public-private partnerships in the social sphere: best of Russian and European practice, the legal basis for the implementation of PPP, the development of national communities – problems of immigrants-the"new Russians". The focus of discussion was the interests of the elderly, families - the Union of 3 generations of immigrants and building up good-neighborly communication in society.

As the moderator of the section and Business Business Ambassador of Russia in Spain, Eduard Gulyan proposed a new model of partnership has already been implemented and proven in Europe: communications center – replicable format cultural and leisure clubs, uniting different generations. Such projects, in his opinion, improve the quality of life, leisure, and create an atmosphere of social optimism and stability. In particular, he noted: "Innovative development of urban space need to be considered through the prism of community development. Undoubtedly, an effective tool is a Public-private partnership. The discussion during our strategic section, confirmed the efficacy and, most importantly, the possibility of applying PPP instruments in social projects. Moreover, the Forum provided a unique opportunity not only to discuss the topic, but to ascertain the real examples that the PPP mechanisms are already beginning to work in the social sphere of Russia and help solve the problem."

The social Forum of Russia gathered the community of experts - more than 800 professionals. In discussing the strategy of social policy of Russia for the period till 2030 took part Vice-Premier of the Russian government Olga Golodets, which gave the Forum a high rating.
