ANO "Center of monitoring and control over pricing" offers a new approach to tariff regulation

This approach allows us to speak about the possibility of "freezing" and even the reduction of prices (tariffs) for services of natural monopolies.
The strategic part of the programme has been included as a separate unit in the medium-term programme of socio-economic development Boris Titov "Growth Strategy" and was presented in the FAS 20 January 2017 in the framework of the expert session of the Interdepartmental working group on the theme: "the Restriction of growth of tariffs for services of infrastructure monopolies and resource".

The main phase of work of the employees of ANO "the dragon" was the development of the I-th block "of the program of creation of system of formation of prices (tariffs) for services of natural monopolies for the period 2018-2024 years under the current economic situation in the main sectors of the economy", which involves a strategy of reform of the prices (tariffs), allowing to optimize the cost of infrastructure monopolies at the expense of the valuation of costs, synchronization of programs of development of regions of Russia with the investment of regulated entities on the basis of state information base of their expenses.

Block II of the Program, which officially launched on 27 January 2017, will have practical value and includes the development of indicators of efficiency of activity of natural monopolies, a methodology for the determination of the X factor, resulting in the reduction of growth (decrease) of tariffs the methodology of setting prices (tariffs) based on the method of marginal pricing (Price Cap).
In addition, the Program involves the establishment of tariffs for the 6 year period, without the possibility of revision that will allow the legislation to fix the indicators and will send a strong signal of stability for investors and other representatives of the business community.

ANO "Center of monitoring and control over pricing" invites expert community, representatives of bodies of state regulation of tariffs, infrastructural monopolies, to participate in the discussion and formulation of the current approaches to regulation of services of infrastructure monopolies.
